A recent major survey by the Ministry of the Interior assessing the quality of public and local government services has revealed significant challenges for municipal authorities. Nearly 65,000 citizens participated on the new digital platform, providing evaluations of municipalities based on factors such as pavement conditions, cleanliness, and green spaces.
Out of the 184 municipalities that received a statistically adequate number of responses, only 7 met the minimum performance threshold of 5. The remaining municipalities were classified as below standard; 63 scored between 4 and 4.9, 102 received scores just above 3, and 12 were at the lowest end. The assessment covered 21 different areas of municipal responsibility.
Given these results, most municipal authorities need to concentrate on enhancing local infrastructure, including road networks, pavements, parking facilities, and recycling efforts. Furthermore, the survey results raise significant concerns about the need for government intervention, particularly in light of recent corruption allegations within regional planning departments.
The survey identified Glyfada, Alimos, Meteora, Kalamata, Kastoria, Elliniko – Argyroupoli, and Argos Orestiko as the top 7 municipalities, with scores ranging from 5 to 5.4.
The highest-rated municipality, Glyfada, achieved a score of 5.4 from 863 residents, excelling in digital services (6.4), roads (5.1), social services (6.8), KAPH (7.7), green spaces (6.5), playgrounds (6.5), and stray animal management (5.6). However, it received lower ratings for parking (4.6), pavement conditions (4.2), and infrastructure for disabled individuals (4.8). Following Glyfada, the Municipality of Alimos secured second place with an average score of 5.2. Conversely, the Municipality of Central Corfu received the lowest rating at 2.4, with residents citing issues such as inadequate parking, poor street conditions, and cleanliness. Similar concerns were echoed by residents of Heraklion and Zante.
Large Municipalities
The Municipality of Athens was evaluated by 4,962 residents and garnered an average score of 3.4/10. The lowest scores were primarily related to parking, sidewalk conditions, and disabled accessibility, while services from KAPI and KEPs received better ratings.
Thessaloniki fared slightly better with a score of 3.6/10, and Patra scored 3.3/10. Volos achieved 4.4/10, Piraeus received 3.8/10, and Larissa scored 4.7/10. Residents also expressed concerns about the condition of the road networks managed by regional authorities. Among the 13 regions, Attica, Northern Aegean, Thessaly, and Western Macedonia received a score of 4.3/10, while the Ionian Islands and Crete lagged behind with scores of 2.8/10 and 2.9/10, respectively.
