The proposal to revise the National Recovery and Resilience Plan “Greece 2.0” has been submitted to the European Commission by Alternate Minister of National Economy and Finance, Nikos Papathanasis.
According to the Ministry of National Economy and Finance, this revision aims to ensure the full and effective use of all resources available to Greece from the Recovery Fund.
Main Directions of the Proposal
The ministry clarified that there will be no reduction in funding. Budgets for high-demand actions are being increased, while some initiatives have been shifted to different financial instruments for practical technical and administrative reasons.
The updated “Greece 2.0” Plan includes projects focused on enhancing citizen safety and mobility, such as the comprehensive upgrade of the safety infrastructure in the ten largest railway tunnels of Hellenic Railways (OSE) using smart technology, the establishment of intelligent crossings near schools, and the development of autonomous smart lighting networks along key roadways, overseen by the country’s 13 Regions. Additionally, there will be an introduction of 175 more electric buses in Athens and Thessaloniki.
To enhance educational digitalization, new interactive learning systems will be deployed in schools, and the digital school initiative will be expanded. Public health digital services will also be strengthened, with a proposal to enhance the digital infrastructure of the health system to streamline daily operations. Furthermore, the implementation of a Unified Digital Map will be expanded, including the addition of a system for satellite and drone monitoring of unauthorized construction.
For practical reasons and in light of implementation progress, certain projects, like the construction of the Almopeos dam—which had an unsuccessful tender—will be shifted to other funding sources, specifically to the Public Investment Development Program. The upgrade of seven Canadairs will be moved to the NSRF, while initiatives such as Green Taxis and Charge Everywhere will be replaced with electric buses.
As previously reported, once the revised plan is approved in June, Greece intends to submit its sixth request to the Commission for a total tranche of €3.9 billion. The subsequent stage will occur in November, with plans to submit the seventh request for €3.5 billion.
