The tender process for the long-term lease of the organized beach “Akti Vouliagmeni” will progress to its next phase within the coming weeks, as reported by APE-MPE. The EBRD is currently conducting a legal and technical assessment of the expressions of interest, aiming to announce the applicants moving forward to the second phase of submitting binding offers. This tender has garnered considerable investment interest.
The EBRD’s goal is to enhance the property significantly and qualitatively by developing activities that will elevate its status and establish it as a model for “green” and sustainable international tourism, while honoring the unique features of the property and surrounding area.
This development, along with the usage terms outlined in the tender, is the outcome of collaboration between the EBRD, the municipality of Vari-Voula-Vouliagmeni, and involved partners, ensuring the new investment integrates harmoniously with the natural environment and local community, respecting the area’s essential uses.
As highlighted in Annex D of the tender, the lease agreement terms are as follows:
1. Strict adherence to all municipal regulations set by Vari-Voula-Vouliagmeni.
2. Observance of public quiet hours is mandatory.
3. Music volume must not exceed 65db. Outdoor music is prohibited from sundown until closing time.
4. Installation of specialized activated carbon filters is required.
5. Cutting down trees on the property is prohibited without prior approval from the competent municipal department.
6. High lighting poles with floodlights are not permitted; only low-height lighting (maximum 4 meters) is allowed in parking and walkway areas to minimize light pollution.
7. Night entertainment venues, live music spots, and outdoor cinemas or theatres are not allowed.
According to PD 254/D/5-3-2004, the designated land uses include:
– Changing room facilities,
– Sanitary facilities,
– Refreshment stands,
– Restaurants,
– Shops with a maximum size of 20 m²,
– Offices for shore management,
– Childcare services,
– Health consultation spaces,
– A clinic,
– A small gym,
– Auxiliary mechanical and storage facilities.
These uses are intended to maintain the character and accessibility of the beach, which is open year-round.
By opting for this tender process, considering the property’s significance, the EBRD aims to clarify investment interest before the submission of binding offers, which appears to be validated by the involvement of seven major business groups.
Furthermore, through this two-phase closed tender, the EBRD assesses not only the quantitative criteria submitted by interested parties, common in e-auctions, but also the qualitative standards through transparent and impartial procedures, with a goal to finalize the contract signing within the year.
The selected investor will be tasked with making a strategic investment to enhance the service quality and facilities at “Vouliagmeni Beach,” fostering stable visitor growth. Modernizing the infrastructure and services aims to attract young people, families, and sports enthusiasts. Additionally, revitalizing the iconic former restaurant “Oceanis,” currently closed, presents an opportunity for a new, upgraded dining and hospitality experience accessible to the public in Athens.
It’s important to note that the long-term lease for “Akti Vouliagmeni” pertains to the beach and its facilities as-is, for a period of 20 years with an option to extend for an additional 10 years, focusing on its operation as an organized bathing site. This arrangement ensures that the EBRD and the Greek state are not burdened with excessive costs for upgrading, renewing, or improving infrastructure, which will be the investor’s responsibility.
