The situation regarding debts to the AADE is becoming critical, with total arrears hitting an all-time high of 110.8 billion euros. In just the first quarter of 2025, unpaid taxes soared to 3 billion euros, leading to over 470,000 new entries on the debtor list, bringing the total to 4,242,507. Among these, more than 2.2 million taxpayers are at risk of seizures, and 1.59 million cases are already facing compulsory collection measures.
This alarming trend has prompted ADEA to activate all available lobbying strategies. Particularly for mega debtors—those owing over 150,000 euros—electronic notifications have already begun to be dispatched. The cutoff date for settling these debts is June 20. Failure to do so will result in their names being included on the public AADE list, set to be published on June 30.
This list will feature all individuals and entities with debts exceeding 150,000 euros that have been overdue for over a year.
Details will include Tax Identification Number, full name, surname, and debt amounts, categorized by collection agency. For businesses, the publication will display their name, address, and total amount owed. Exempt from this list are those with debt regulation compliance, temporary collection suspensions due to court decisions or administrative actions, as well as deceased individuals, minors, and government entities.
Moreover, the AADE is planning to clear some uncollected debts. They will temporarily write off 10 billion euros from the total, focusing on long-standing debts deemed uncollectible despite numerous attempts at recovery.
Of the total 110.8 billion euros, 51.1 billion stems from taxes, 24.4 billion from fines, and 8.8 billion from non-tax debts. Alarmingly, only 27.7 billion euros account for 90% of total annual collections, indicating that nearly all tax revenue relies on one-third of the receivables.
This year, the AADE has set an ambitious goal of collecting at least 6 billion euros from both old and new debts. In the first quarter alone, 2.09 billion euros have already been collected, and further intensification of controls, adjustments, seizures, and disclosures is anticipated by year-end to improve collectability.
