Since the announcement of the New Building Regulation in the construction sector, discussions about winners and losers have begun, yet this does not eliminate the possibility of new legal disputes between contractors and municipal authorities.
The Minister of Environment and Energy, Stavros Papastavrou, expressed satisfaction in Parliament yesterday regarding the government’s proposed regulation, urging MPs to support it. He emphasized that this initiative is crucial for revitalizing construction activities that had been stagnant in recent months. “The worst situation for the construction industry is to be in a state of paralysis or inactivity,” he remarked, highlighting that the new framework establishes clear guidelines and alleviates existing uncertainties in the real estate market.
In response to criticisms about lacking proper consultation before tabling the regulation, Papastavrou noted that a dedicated platform was created by SYPEN last December for citizens to share their comments and suggestions following the State Council’s decision. He reported that 700 comments were submitted through this platform, along with an additional 100 emails sent to the ministry.
Heightened Appeals
Meanwhile, construction companies are gearing up to submit an appeal to the European Court of Justice next Monday. This appeal aims not for damages but to request a reopening of the trial.
According to legal experts familiar with the case, the plaintiffs will seek a modification of the Supreme Court’s application of the Council of State’s ruling, as they believe it was not equitable for all parties involved.
